Only Content Administrators and Content Editors can create new Play Lists and only Content Administrators and Content Editors of a Private Network Operator company can create Client Controlled Play Lists.

All Play Lists are created from the Play Lists page. The procedure for creating a video Play List is different from the procedure for creating a ticker Play List.
